The objective of the assignment was to manage Civil Society Governance Fund, a grant making facility supporting more accountable, responsive and inclusive governance in Malawi, set up with assistance from the Department for International Development (“DfID”) of the Government of the United Kingdom, Irish Aid and the Government of Norway.
Responsibilities included overall establishment of a grant making facility for Civil Society Organisations and management of the Fund’s finances; drawing up annual work plans, procurement plans and budgets; designing financial systems to ensure smooth running of the programme including financial controls and reporting mechanisms; completing and updating annual and quarterly forecast expenditures; supporting the audit process; completing monthly project returns and invoicing; Treasury Management of the programme bank accounts; Financial management capacity assessment of grantees and building the capacities of grantees in the area of financial management; drafting manuals and procedures for grant applications and approvals, oversight and quality assurance, accounting and procurement.
